In the picture, the nukera (police officers) are lower–ranking police officials who report to the yesaul, who in turn is the assistant to the yesaul-bashi (police chief). The Nuckers were not paid, they lived at the expense of the population and were exempt from paying taxes on a piece of land that could be farmed by two oxen.
